Is Bermuda Dunes a City? What Living in an Unincorporated Community Actually Means
Who handles local services, how the Community Council fits in, and what to verify before choosing a home.
No—Bermuda Dunes is not an incorporated city. It is an unincorporated community in Riverside County. That short answer becomes useful when you are trying to work out who maintains a street, where to ask about a remodel, or what responsibilities come with a particular home.
After exploring the country club that helped establish its identity and the airport that offered another way to arrive, this is the everyday side of Bermuda Dunes: how the place works when you live here.
- Bermuda Dunes is an unincorporated Riverside County community, not an incorporated city.
- The country club, Community Council and county government have different roles.
- For a home purchase or service question, verify the specific parcel, street, utility provider and governing documents.
A community, a city and a country club are different things
Bermuda Dunes is an unincorporated community in Riverside County. It has a recognizable identity, but it is outside an incorporated city government. The county provides the local-government framework for the unincorporated area. The Census Bureau also recognizes Bermuda Dunes as a census-designated place, or CDP: a way to organize statistics about a named community, not a separate municipal government.
The map above makes the distinction visible. Its dashed outline shows the Bermuda Dunes CDP, with nearby portions of Palm Desert, Indian Wells, La Quinta and Indio for context. The dot marks the country club’s Adams Street address. Neither the club nor the CDP outline should be used as a substitute for checking a specific property’s jurisdiction.
The club’s place in local history is substantial, as we explore in Why Bermuda Dunes Exists. Today’s practical question is different: when you need a permit, have a road problem or want to understand a public decision, which organization handles it?
Three roles worth keeping separate
Riverside County
The county is the local-government starting point for unincorporated Bermuda Dunes. County departments handle functions such as land-use planning, building services and county-road maintenance. Countywide decisions sit with the Board of Supervisors.
Community Council
The Bermuda Dunes Community Council advises the Board of Supervisors. It gives local concerns a forum, including planning, public works and public safety. Its advisory role does not make it a city council.
Your association, if applicable
A homeowners association handles the responsibilities assigned by its governing documents. Those may include common areas, private facilities, architectural review and certain maintenance. The documents determine its scope; an HOA does not replace county government.
For a homeowner, these layers can overlap. A proposed exterior change may raise both a county permit question and an association approval question. Ask each organization about its own requirements before treating one approval as the whole answer.
Who handles everyday services?
Law enforcement
The Riverside County Sheriff’s Thermal Station explicitly lists Bermuda Dunes among the unincorporated areas it serves. The nearby city name in an address or a listing is not enough to identify the right agency.
Thermal Station service areaFire and emergency services
Riverside County Fire Department, in cooperation with CAL FIRE, serves the county’s unincorporated areas. Its service area also includes partner cities, so an agency name alone does not tell you whether a property is inside a city.
County Fire service informationRoads and street maintenance
The county’s Highway Operations section maintains county roads, bridges, signals and signs. First check whether the road is in the county-maintained system. For a private street, ask who is responsible and where that obligation is documented.
Check the County Maintained Road BookPlanning and building
For an unincorporated property, start with Riverside County Planning and Building and Safety. Planning records and parcel information can help establish what to ask; PLUS Online is the county’s public land-use and permit portal.
Find parcel and planning recordsKeep the address and assessor’s parcel number handy when contacting a department. They are more useful than saying a home is “near the country club” or “on the Indio side.” A street can connect several places without putting every property under the same local government.
Water and utilities need their own address check
A community boundary is not a utility service map. Myoma Dunes Mutual Water Company publishes a service-area map covering part of the Bermuda Dunes area. That is a useful starting point, but a listing’s community label does not establish which company serves a particular house.
Ask for a recent water bill and confirm service directly with the named provider. Do the same for electricity, waste collection and wastewater. Establish whether the property connects to a sewer system or uses an onsite system, rather than inferring it from a neighboring home.
View Myoma’s published service-area map (PDF). For the wider water-quality question, see our Coachella Valley tap-water guide, then read the current report and notices from the provider serving the property.
Five checks before you choose a home
These checks turn “Is Bermuda Dunes a city?” into information you can actually use during a home search.
- Confirm the parcel and jurisdiction. Get the assessor’s parcel number, look up the property through the county’s parcel-record tools, and confirm the responsible planning department. Treat a mailing address, ZIP code and listing label as clues, rather than proof of city limits.
- Identify who maintains the street. Check the county road book, then review any private-road or association documents. Ask who arranges repairs and how the work is paid for.
- Verify each utility. Collect current provider names and recent bills, and confirm water and wastewater arrangements for this address. Keep those records with your ownership-cost notes.
- Read the property’s governing documents. If an HOA applies, review its rules, budget, assessments and maintenance responsibilities. Also check recorded restrictions: the absence of an HOA does not by itself mean there are no CC&Rs.
- Compare the actual costs. Review the property-tax bill, including special assessments and other listed charges, alongside association dues and utilities. Have the expected post-purchase taxes checked; the seller’s current bill is not automatically your future bill. Use our home-ownership cost guide to organize the comparison.
Two homes a short drive apart can share the same desert setting while having different maintenance obligations and service arrangements. That is why these questions belong beside the floor plan, condition and price in your comparison.
Where residents can have a local voice
The county’s Fourth District lists the Bermuda Dunes Community Council and its meeting information. The council was created by the Board of Supervisors in 1991, and the county describes community councils as advisory bodies on matters such as planning, public health, safety and public works.
It is a useful place to follow neighborhood issues and understand what is being discussed. For an individual permit, bill or service request, contact the responsible department or provider directly as well.
Check the current council page and meeting notices before attending. The county lists the Bermuda Dunes Community Service Center at 78-400 Avenue 42 as the meeting location; dates and cancellations should always be confirmed from the latest notice.
Bermuda Dunes has a strong local identity. Understanding how its county services, advisory council and property-level responsibilities fit together makes that identity easier to navigate as a resident—and easier to evaluate as a buyer.
Frequently asked questions
Is Bermuda Dunes an incorporated city?
No. Bermuda Dunes is an unincorporated Riverside County community. The U.S. Census Bureau also identifies it as a census-designated place, which is a statistical geography rather than a municipal government.
Is all of Bermuda Dunes inside Bermuda Dunes Country Club?
No. The country club is one part of the area’s identity. The wider community and the club are different things; a Bermuda Dunes address does not by itself establish club access, association membership or a particular set of property obligations.
Does the Bermuda Dunes Community Council act as a city council?
No. The county describes its community councils as advisory. Bermuda Dunes Community Council provides local input to the Board of Supervisors on community issues; it is not a separate city government.
Who provides law enforcement in Bermuda Dunes?
The Riverside County Sheriff’s Thermal Station lists Bermuda Dunes among the unincorporated areas it serves. Confirm the jurisdiction of a specific address if it is near a city boundary.
Does an unincorporated address mean fewer property rules or lower costs?
Do not assume either. County requirements still apply, and a property may also have an HOA or recorded restrictions. Review its tax bill, expected post-purchase taxes, utility arrangements, governing documents and maintenance obligations before comparing total ownership costs.
